It looks like you had been cancelling orders as 'Out of stock' prior to the time you stopped selling. What kind of 'restriction' did you receive? If you were told that you were indefinitely restricted from selling ... that usually means that you no longer will be able to sell on eBay. You can still use your account to buy items, however. It isn't 'closed'.
Again, knowing what kind of 'restriction' you received will help us know whether there is any use to making an appeal. Please copy & paste the last message you received from eBay about your account.
