Appeal about restriction
I keep getting this message but only on select sellers
"You're unable to buy this item because you have a record of 2 orders in the last 6 month(s) that were cancelled because they weren't paid for. Think we made a mistake? Here's how to appeal."
I have been purchasing on ebay for 32 years, I first came across this incident last week. I contacted the seller he didn't have any restrictions. Now today I want to bid on the following 2 items - but get the above message
2 x Vinyl LP Paul Kossoff Croydon June 15th 1975 SDLP 1002 CG L23
Vinyl LP Paul Kossoff The Hunter STLP 001 CG L23
Both items are with the Royal British Heart Foundation.

You are located in the U.K. but have posted your concern on the U.S. site's community (ebay.com). While our answers may work for you there is a chance they may not, so you should post your concern on the U.K. site's Community using the link below.
https://community.ebay.co.uk/
Most experienced sellers do have a Buyer Requirement set up that automatically blocks Buyers who: Have received [ 2 ] unpaid item strikes, in the last [ 12 ] months. Some may have it set to last [6] months. If you have not paid for two items in the last year you would have to wait until one of them times out after 6 or 12 months, before you can buy from sellers who use the buyer requirement.
Because you are on the U.S. based site, the Appeal button may not be working. Try logging in to your home site ebay.co.uk. and check your messages on that site, and try clicking on the Appeal button from there.
