Anyone eles not get refunds from ebay

I purchased a item. Payment went through. Got a est shipping window. Seller in another country. I wait the eta shipping time . Now end of eta shipping i contact the seller two times. I ask ebay to help me. They say policy nonsense. I said I never recieved item according to shipping time . Ebay did nothing for me. You try to get ahold of someone and stupid ai and virtual nonsense. I manage to get someone on a phone now and I get a refund from another scam seller and I bring up the item im calling about. Was told I would get refund and did not. Now trying to get it from ebay im getting noplace. Now I see the seller online trying to sell the item again and scam a new person so I report the issue and I get a reply theres nothing wrong with the seller. And they ignore me asking for my money back with the item again. Do you contact a lawer?

What does the tracking show?
The buyer has thirty days from the last estimated delivery date shown at the time of purchase to start an "item not received" claim with eBay. Once a claim has been started, after three business days if the seller cannot provide tracking that shows delivery, the buyer has up to twenty-one business days to ask eBay to step in and force a refund. After that, the case is automatically closed without a refund, and eBay can no longer help.

If you have waited too long to start a claim or to ask eBay to step in, you may still have recourse through your payment method. Many credit cards offer some protection for items that are not received for up to six months from the date of purchase.
