Any tips on contacting a person?
I purchased an item per listing and paid -- the seller is sending communication refusing to ship without more money. I'd like e-bay to review the communication but can't reach a person and the computer doesn't have this in it's guidelines. Any suggestions?

No reason to contact Ebay.
Sellers are not allowed to charge more for shipping than what the buyer has already paid.
Respond to the seller "I already paid for my purchase & shipping through Ebay. Looking forward to receiving my item."
If the seller cancels the transaction, you can report them:

Select "The seller has violated one of eBay’s policies"
Then "Seller doesn’t want to complete the sale"
And/or you can report the message they sent.
Otherwise, you wait for the item to arrive. If it does not arrive by/on the estimated date of delivery, you can use Ebay's Money Back Guarantee to file a Refund Request.

You are not required to pay more shipping not disclosed in the original listing.
First:
You can report that seller here: https://www.ebay.com/help/buying/working-sellers/report-seller-listing?id=4022
Click "Report a seller"
Choose " The seller has violated one of eBay's policies"
Choose "Seller doesn’t want to complete the sale"
Explain that you won the item and paid, and then, the seller asked for more money
The seller won't be forced to complete the sale, but he will get a mark on his account for a policy violation.

Then, if the seller hasn't refunded you, here is how to get your money back
Here is how to formally request a refund of your full payment:
1) Look at your purchase history here: https://www.ebay.com/mye/myebay/purchase
- View Order Details
- Check the Estimated Delivery Date for your purchase, and
- Check the tracking for your purchase
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):

(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund
