antique railroad lock
EBAY took my lising down claiming it goes against policy of selling government policy. Does that sound like it goes against policy when it's alock form a collecter over 70 years old with a key?

Yes, railroad locks are against policies, and likely especially the keys. These items could be used by saboteurs to interfere with transportation. The locks are probably also property of the rail systems.
I know it's frustrating.

Here is a link to the Help Pages for the Government item policy but they expand that to "private transit" companies as well. Government items policy | eBay
I suspect that a bot latched on to RAILROAD and KEY if those words were in your listing or title and took the listing down. I know the policy clearly states keys for vehicles not locks but I am sure their system will err on the side of caution. Really sorry it happened.
Some will advise no to try listing it again on eBay.
