amount charged to buyer is wrong
I sold 2 exact items to same customer but they are only being charged for the discounted 2nd item shipping.
1st charge for shipping: $8.00
Charge for additional $4.00 (discounted $4.00)
Total shipping $12.00
Ebay charged buyer $4.00 TOTAL
Please advice. Plus this is an International purchase.

Not sure what to advise. Looks like it calculated it wrong. I just randomly put two of your items into the cart and it added that up correctly, but I'm not international to you nor are they the same items. Your calculation might be off somewhere for multiple item shipping discounts.
If they have paid already, then you have two choices:
Eat the loss and ship anyway, or cancel/refund with a problem with address? Not sure if there is a way to fix it at this point.
