Why would it be appropriate to charge a fee on an amount that I did not profit from? Where does it in this Final value fees tell me I will be charged a 15% fee on taxes?
'We charge one final value fee when your item sells, and you don't have to worry about third-party payment processing fees. This fee is calculated as a percentage of the total amount of the sale, plus a per order fee. For orders $10.00 or less the per order fee is $0.30, for orders over $10.00 the per order fee is $0.40.
The total amount of the sale includes the item price, any handling charges, any shipping costs collected from the buyer (some exceptions apply), sales tax, and any other applicable fees.
15% on total amount of the sale up to $1,000 calculated per item
6.5% on the portion of the sale over $1,000 up to $7,500 calculated per item

No, you are not the only one who thinks "it" is robbery.
"It" being, of course, the methods that eBay, Inc., has decided to use in order to calculate the fees that they charge to people who choose to sell things on the eBay platform.
The chances of eBay changing those methods are so slight as to be non-existent.
Successful eBay sellers accept eBay's policies and live full and happy lives.

It says it in the two sentences, below, that I have highlighted (with bold and underlining) from your post:

Please note that the info above does NOT specify any percentage as the Final Value Fee (FVF).
Those percentages vary among categories of listings -- types of things being listed/sold.
As you now know, jewelry is subject to a 15% FVF percentage. Other categories carry other FVF percentages. Guitars, for example, carry the much lower FVF percentage of 6.7%. Most other categories are currently subject to a 13.6% FVF percentage. (This includes, among many other items, cosmetic lotions and mists.)
