I don't know if eBay has established a specific policy for these items yet.
They may fall under this policy

To report a listing on the website
Scroll down until the ? pops up on the lower right.
Click the ?
Click 'Submit Report'
Select 'Product or Listing'
Complete the report
To report a listing on the app
Click the 3 dots ⋯ in the upper right
Select Report this item

You're going to run out of places to buy stuff, if you haven't already. Amazon and Etsy are selling them too. Those are the only places I checked, but a doughnut will get you a dollar that there are many others.
