How can I get help from my account when the AI help doesnâ€™t provide an answer?

I tried to provide bank info but the info and form doesnâ€™t work and help just sends me back th the same form.

Getting paid for items you've sold | eBay

One thing we know is that the name on your eBay account and the name on your checking account have to match perfectly or it will not be accepted. Not sure if that is your issue but the link above is the eBay Help page on getting paid for items you sell.
