After winning and paying for an item, the seller canceled the auction and relisted at a higher price
I recently won an auction and paid instantly, but when I went to ask the seller about shipping the item, I noticed they relisted the exact same item, except at a might higher "buy it now" only price.
When I asked them why they relisted the item I won and paid for, they lied and claimed I never won any auction, I never sent any payment. When I responded with a screenshot verifying the win and payment, they responded saying "it's worth much more than that" and flat out refusing to ship the item.
I tried explaining to them that just because the aution ended at a lower price than they expected, they're still obligated to complete the transaction. That's when they got nasty with me and told me to stop contacting them!
Then to make matters worse, before I could even leave negative feedback, they went and canceled the completed auction (once again lying) claiming there was a "problem with buyers shipping address".
So they broke the rules, welched on a valid auction, re-listed the item, then lied in order to cancel the first/completed auction after the fact, giving me NO recourse, and NO way to even leave negative feedback (because they canceled the original auction)! So I can't even use my voice to warn other buyers about their terrible conduct.
Is there anything else I can do here? I understand it's probably next to impossible to get the seller to actually send out the item, but is there any way I can hold them accountable and get ebay to give them a strike or at least be able to leave negative feedback somehow?

1. Select The seller has violated one of eBay’s policies and click Continue.
2. On the next page, enter the seller's ID and select Other.
3. In the comment section, write "Seller cancelled order stating that there was a problem with my address in order to avoid a defect."
