Yes I just recently moved from Alabama to Green Bay I'm trying to sell my laptop but I have not got a Wisconsin license yet so does that mean I can't get paid for my laptop

Yes, everything has to match exactly.

A laptop is not an item a new seller should be selling here.

There's good chance you could loose it and any payment made.
