Additional of 2nd mailing address
Can a buyer who has not paid for a item she/he has won add to their personal account a 2nd mailing address in order to allow shipment to that address when proceeding to pay for their win?

A buyer can — and should — change the "Ship to" address during checkout.
"When you’re buying an item, we’ll automatically enter your primary shipping address in the Ship to field at checkout.
If it’s incorrect, or if you want to send the item to a different address, select Change. You can then edit the address, select a different address, or add a new address.
Before completing your purchase, always make sure to double check that your address and shipping service are correct."

Yes, the buyer can add another address prior to checkout, or they can enter the address during checkout for one time use.
