It depends on why the bidder is prevented from bidding/buying. IF it was because you have your Buyer Requirements set to block buyers with primary shipping addresses in a location you don't ship to, you can add him/her to your Buyer Requirement Exemption list; or advise him/her to set his/her primary shipping address to the one in your shipping setup s/he intends to use--this is also the solution where s/he is unable to pre-authorize automatic payment because eBay can't calculate the amount to pre-authorize; or revise the listing to set up shipping to the bidder's location--might or might not be possible if you already have a bid.

The ones for the Buyer Requirements and the exemption list are on the page you get taken to by the Block Bidder/Buyer List link.
On the other hand if it is because eBay suspects an import/export restriction between your country and his/hers (eBay might consider addresses other than shipping address in this including IP address) there is nothing you can do.
