When listing an item with a fixed price and shipping cost you have to build an insurance cost into the item price or your handling cost when listing an item and insurance is required. If you sold the item without getting an insurance cost which will be the same using any of FedEx's services and distance from your location. You will have to pay the cost when you are purchasing the label. Seller's are not allowed to ask for a buyer to pay for insurance not previously added to the selling or handling price.
Remember, shipping insurance does not pay the recipient, it is for the sender's protection. If a shipper damages an item, you have to refund the buyer, and deal with collecting from the shipper on your own. You cannot make the buyer wait until the shipper investigates which can take up to 30 days or longer. I forgot to ad the link below.
