Try another browser to rule out a browser issue.
If that does not help, which item number, if you do not mind sharing?
If the listing is an auction, you will not be able to add it to your cart until you win the auction. If the item is unavailable or out of stock, you will not be able to add it to your cart. Items in some game categories can only be purchased using a browser, not the app.
