When you cancel a transaction, you have to fund the entire refund. Then ebay will release the buyer’s payment (when it completes processing) and reverse the fees. No one likes it, but that is how refund work for all of us.
You can designate your bank account as your preferred method for seller costs, or you can add a credit card and designate that as your preferred method.
