Actually contacting someone with Ebay- how is it done?

I keep getting an Error 240 when I try to list an item. I was hoping to actually speak to a representative with Ebay; however, the HELP is just a giant loop. Is it possible to speak with someone in Ebay?

According to a quick Google search, Error 240 means " eBay is not accepting this listing . The title or description may contain improper words, or the listing may be in violation of eBay policy."
