I am trying to get my account reactivated but i have a option for you to contact me but my location is ony offering USA or Canada. I am in United Kingdom

Can you please tell me what i need to do?

Since you're from the UK, you need to return to the UK site and see what contact options they have there.

You need to get out of ebay.com (primarily US site) and go over and sign in at ebay.co.uk (UK site) and use the Help and Contact (or whatever they call it over there) link from there.
