I tried to place a bid an got "account restricted".

Says I should get a "message" or email to verify identity, but I have not received it.

I changed my password, and got an email to do so, so I know ebay has my email.

Click contact us at the bottom of the page. Next Type Restricted Account in the chat box on the lower right. After the chat bot replies Type AGENT so you that you can request a call back or chat with a live agent.
