I am a new seller. My account has been restricted and the message sent says to contact ebay. I contacted through the help website and it does not tell me anything. What can I do to get this resolved?

Click contact us at the bottom of the page. Next Type Restricted Account in the chat box on the lower right. After the chat bot replies Type AGENT so you that you can request a call back or chat with a live agent.
