Account recovery payment
it’s been a year or so since I purchased anything on eBay and I made a purchase the other day and I’m looking at my payment statement and it looks like I was double charged. The statement says ACCOUNT RECOVERY PAYMENT by the duplicate charge. What is an account recovery payment, why is it charged, or did I get scammed by eBay?
