Account payout
As a new seller do I have to take a payout to bank account or debit account only? I’d like to use my funds to buy from other sellers on eBay keeping the funds on eBay will keep me from over spending if I only have my eBay funds available to spend.

You do have to set up 2 step verification for logging in if you use Spendable funds.

Of note is that once you sign up for Spendable funds you can't turn it off. HOWEVER you can choose how you want to pay at checkout OR request a payout on Demand to your checking account.
