Account ebay Error
My eBay account has been error, and I cannot perform any actions at all. When I try to contact an agent, it always shows as outside working hours, even though it is currently within business hours. I kindly request that you refresh my account.

eBay is not here; this is a user forum.
I do not know what "refreshing [your] account" entails or is supposed to accomplish, but I doubt that such a thing can actually accomplish anything of substance. If it could be done, and if it resulted in additional sales, eBay would not wait for sellers to request such a thing, eBay would automatically refresh every seller's account as often as possible to maximize the number of sales.
You may be better off asking your question here to get suggestions from experienced users.
To contact eBay, use the chat assistant to request a call back by starting on the Help & Contact page and following the links for your issue.
What options you see may depend on your particular issue and how busy that department is at the moment.
Try entering "agent" into the chat window. You may have to provide some context to reach the correct department. If you see a "Still need help?" or "More options" choice, either of those should lead to a call back option.
