You would first need to be invited by eBay to enroll in Spendable Funds. Once you are eligible for that program, eBay will contact you in your eBay messaging.
Two things to consider: one you accept the invitation and enroll in Spendable Funds, you can not opt out. Ever. Also, once you enroll, you would need to agree to enable 2-step verification to log into your account.
