Accepting a declined offer
What is the process to accept a declined offer on Ebay? A seller is claiming they can't send a second offer because the original offer was declined.

The seller is correct, they can only send one offer to you. You can not accept a previously declined offer.
Message the seller and ask him to reduce the price so you can just buy it now at the agreed upon price.
