I have a couple of buyers that accepted offers I sent but they arent showing up in my orders. I need to send combined shipping invoice before they pay but I cant find them anywhere.

You can not combine shipping on best offers. You have two choices for combined shipping discounts on offers.... 1... you counter offer with a lower price so it covers the shipping discount. OR 2... You send the buyer a refund for shipping from the drop down menu next to the sold and paid for item.
I would reach out to the buyer and let them know that the items will stay for sale until paid for and that you will give a shipping discount refund as it's not possible to send an invoice.
