I didn't think of this before time ran out to edit my last message. Did you open a dispute for a transaction, or ask the seller for a partial refund for some reason, is that why a refund was given?
If it was the seller who cancelled the transaction and refunded you, in the message telling you a refund had been issued, there should have been a reason why they did that. If the reason was Buyer requested cancellation or Problem with address, you can report the seller for using an invalid reason for cancelling the transaction.
If the seller cancelled because they claimed the item was out of stock, or damaged, there is no reason to report them. They got a defect on their account for canceling and refunding. If they relisted the item for more money then report them and add that info to the report.
Use the link below to contact ebay.
On the first page use the blue Report seller button.
Next page select seller has violated an ebay policy > Continue
Next Pg. enter the seller's username, select Other, then in the text box write.
The seller used an invalid reason for cancelling the transaction. Check my messages I did not request canceling the transaction. The seller selected that option to avoid a defect on their account. (they relisted the item for a higher price)

Mentor2 years ago@happyinclevedon,
If your messages from that seller are in the From Members in box. Open one up and above the message you will see;
Click on the Action box, use Report message to report the member, then click on the Block this member button to stop receiving messages from them.

·2 years ago@happyinclevedon Hi Mary, I'm sorry that's happening to you, that's unacceptable. You won't be able to block messages because you've had a transaction with this seller, but you can report them to eBay. On your computer, at the bottom of the message, click Action > Report.
You can also report a seller from here:
