Did you buy the item as a guest before signing up for an ebay account?
If you bought the item as a guest the link below explains how you can proceed, and if you deleted the Order Confirmation email you received, how to retrieve it

If you bought after signing up to use ebay go to your purchase history click on the Order details button to see what the last estimated delivery date is. If that date has passed go back to your history click on the More actions button, check Return item, which will open a menu, and from it select I haven't received it. follow through to file the dispute.
