A seller asked me to close a case and I did and he said that he would refund me
If I cancel a open case because the seller told me that he would refund will I be refunded

The seller does not need you to close it to refund the entire amount or a partial amount. If you close a case you will not be able to re-open it or a new one. The seller knows this and you will likely not get a refund.
You will need to open a case with your funding source to get a refund. Do not close open cases no matter what a seller tells you.
