4 business days after the opening the return request you can Ask eBay to Step In and help if the seller has not issued a full refund OR sent the money to pay return shipping to your PayPal account. Sellers that are located in a different country can not provide eBay return labels.

IF the seller shipped to you using the eBay International Shipping Program then eBay is who will refund you.
You will know if the seller used the eBay International Shipping program if the item was first shipped to Illinois before being forwarded to you.

HOW it was shipped determines if eBay refunds you or the seller. Each case is handled a little different.
