A problem transaction does not show up on my eBay account page

I am a new buyer, having bought once last year and once this year.  The first transaction (a postcard bought in 2024) is the only record that shows up on my account.

The second purchase was an old GE toaster oven bought through the eBay website and confirmed via an email with the eBay logo on it. ALTHOUGH THE PURCHASE WAS MADE March 20, 2025, RECORD OF IT HAS NEVER SHOWN UP ON MY ACCOUNT PAGE. Unfortunately, the toaster had a corroded, broken element when it arrived and could not toast. The seller posted a "100% satisfaction" rating, so I photographed the problem element to show them. They said they couldn't issue a refund unless I returned the toaster. I asked them to tell me the process to do that; they didn't respond, so I paid $29 to USPS to return it. Several days later, the tracking showed me the seller had received it, but they did not reach out to me. I contacted them and they said they could issue only a partial refund (apparently a leg on the non-functioning toaster had broken in shipping). They said if I had a problem to take it up with eBay Customer Service. I have checked my credit card account since, and no payment of any amount has returned to me, so I took a deep breath and tried to figure out how to get some kind of satisfaction as a customer on eBay's website.

eBay claims to guarantee help to customers, yet I have gone around and around on eBay's "Help" pages and there is no way to successfully communicate with them. Their options do no correspond to my concerns, and their AI involvement is useless. There are no humans to be found in the eBay "customer service" world.

Meanwhile, eBay shows no record on my eBay account of the transaction which occurred through their website, and I am now out  $109.62 with no toaster, working or not, to show for it. (If I had even the broken toaster oven, I could at lease try to find a repair shop to help and I wouldn't be left empty handed.)

I'm wondering, HAS ANYONE EVER SUCCESSFULLY COMMUNICATED WITH A HUMAN REPRESENTATIVE of eBay to resolve issues, as they guarantee they will ??

Is buying on eBay always a "cross your fingers and hope it works" gamble?
