A GREEN BOX appears above items for sale that says CONTINUE, when hit it locks up your computer !!!!

Question

I was looking threw E-bay and a green box appears when hit with the curser it locks up my computer. Stating it is SPY WARE, and Windows will help fix the issue. They provide a phone number to call so they can fix the issue, for a $345.00 fee. Beware of this scam. Why is this happening on E-bay, I thought they had software to combat this type of problem !
