If you are within thirty days of the last estimated delivery date and there is no tracking showing delivery you can file an "item not received" case with eBay.
If the item has arrived within thirty days but is "not as described", you can return it at the seller's expense for a refund.
After thirty days you may still have recourse through your payment method, but it makes sense to try starting through eBay first before resorting to that.
