The shipping cost is clearly shown on your listing although the carrier does not appear for some strange reason. Below is a screen shot when I click on the details for shipping, it shows FedEx Ground economy for $ 21.21 to my location in Strasburg, PA ... you are in Dover, PA "neighbor" LOL on the other side of the Susquehanna. That 23" long Tonka camper will go in a large box and be charged Volume or Dimensional weight due to its size.
The Buyer should be able to see their cost to ship. I see you also have Local pick up listed. Sometimes Buyers get confused and don't read properly and think shipping is Free because eBay puts the "Free local pick up" line above the shipping cost line. We see that on a regular basis here.
If they persist in saying they can't see shipping costs ask them for their zip code and then use the shipping calculator for the carrier and determine an estimate for them.
On a side note, I can't wait for them to complete the resurfacing project on Route 30 between York & Columbia LOL!

What is helpful here is including that kind of information from the start.
-Is the item restricted from being sold to the Buyer's country? Prohibited and restricted items | eBay
-Do you offer International shipping where you ship the package directly to the Buyer's country AND is that potential Buyer's country turned ON for shipment? Shipping Preferences
-Do you use the eBay International shipping program? eBay International Shipping | eBay
If so the Buyer should be able to see the shipping cost but you will only see the cost to ship to the US International shipping hub if the item is purchased.
-Some foreign Buyers use US based forwarding companies which allows them to purchase here BUT they are responsible to pay the forwarding company to ship to their country AND the Seller is only responsible to the US address and NOT the Buyer's country in the event of a return.
