a buyer wants to buy before auction ends
Is selling an item at an agreed upon price before an auction ends in violation?
If not, how do I do that on the listing? Just change the listing to Buy It Now?

It depends on whether you placed a reserve price on your auction, how many bids have been made, and how much time is left before the auction expires.
Here's info from eBay's User Agreement that may help to explain:

Whether you can end your auction listing early depends on if you’ve received any bids yet, how much time is left in the auction, and if you have a reserve price in place.

Yes, you may end the listing by cancelling all bids. You may be charged a final value fee based on the amount of the highest bid, or you may sell the item to the highest bidder.

No, you can only sell the item to the highest bidder
If your listing isn't eligible to be ended early, you can contact any bidders to explain the situation and ask them to retract their bids. If the auction has finished, you can contact the winner and, if they agree, you can cancel the transaction.
You can only end auction listings with bids one at a time by selecting a valid reason.
Ending listings early disappoints bidders, so we may place limits and restrictions on your account if you are doing so regularly.

In the future, you might choose to list your items as auctions with a Buy-It-Now (BIN) option.
Open your auction at the lowest price you would be willing to accept for the item.
IF you use the BIN option, eBay requires that the BIN price be at least 30% more than the auction's opening price.
This allows interested buyers to "jump the line", in a manner of speaking, and buy your item right away at your BIN price.
However -- once a bidder places a bid on an auction with a BIN price, the BIN option goes away. The auction will run its course, for the length of time you set up originally.
