A buyer payed ebay for an item that wasnt available so i need to refund him ebay still has his money
I tried to refund the buyer and it said that I owed $147 but ebay has not released that money to me there still holding it if I the seller cancel the order is ebay going to take that money from my account or are they just going to send him back the money they are holding that the buyer sent

You can refund the buyer from your back up funding source. Eventually Ebay will release your payout to you.
