A buyer from Germany wants an item but eBay says it’s not allowed. Why not
He has bought from others in us before. My listing states it’s available to be seen internationally.

Many countries have started enforcing safety and packaging regulations with Germany being prominent in that regard. Because of these regulations, some items cannot be shipped there through the eBay International Shipping Program.
The quickest way to find out if this applies is to go to that listing and look at the long list of countries you ship to. If Germany is not on that list, the eBay International Shipping Program is blocking it.
Your could try to ship direct but you would lose most of your Seller Protections.
