It's much more likely a brand new eBayer who hasn't learned how to bid efficiently. Experienced bidders place a single bid near the very end of the auction ... precisely to avoid having their proxy bid nibbled away by a newbie.
You are most likely right. 20 years ago, co- workers where I worked bid each others items up to a level the seller felt acceptable. After several items sold, eBay froze their accounts. They never could figure out how eBay discovered it. I'm betting eBay could see where each bidder was. Additionally, there's a famous YouTube video of a car salesman that bragged about the same thing - of course this was 20 years ago as well. I'll try to be more optimistic in the future.
