·1 year agoA "bid" cannot be made for less than your starting price a/k/a starting bid amount. The software just will not let it through.
A Best Offer can be for as low as $0.99. I see Best Offer option on a couple of your fixed price listings, but not on any of your auction listings. If you mean you got one on one of those for less than the Buy It Now price (which is to be expected; an offer equal to or more than your BIN price is a red flag) or on an auction and I missed it, you use the link/button to accept it before it expires (generally in 24 hours from when made, sometimes sooner). If it is expired you cannot accept it.
If you mean you got a message from a member proposing to buy it for $x, and there has never been a bid, and there are at least 12 hours left to go before the scheduled end, you can revise the listing to add a Best Offer so the offeror can make the offer and you can accept it. Do NOT try to do it outside the bid/BIN/offer framework as that would be a violation of eBay rules (cutting them out of getting their percentage) and likely (especially since you are a new seller) the start of a scam to get the item and additional money (e.g. "I'm paying extra so enclose a gift card") without them actually paying anything.

Unless you have the Best offer turned on for that item you cannot accept a bid below your staring bid price but could accept an offer. So I assume you just have a messaged offer, not an actual bid.
You can Edit the listing providing there are more than 12 hours left in the auction cycle and there are no bids on it and lower the starting price to what you are willing to sell it for. If the Buyer places a bid then you can End the listing selling it to them and send them an invoice.
