Did you refund willingly from an INR case or did eBay force a refund?
IF you refunded willingly then you may qualify for seller protection>
If you ship on time and refund the buyer when they ask through a INR refund request then you do qualify for Seller Protection if the item finally arrives IF you use an eBay shipping label. See this notice>

IF you do not qualify for seller protection you can send your buyer a message
I would contact the buyer and say I see that your X finally arrived, I hope you are enjoying it. I would offer a small discount to encourage them to pay you back since part of your money is better than none.
They can send you the $ through an electronic payment method such as PayPal or Venmo. This is not considered an offsite sale as the transaction already took place.
