3 years failed delivery
Greetings, I made a purchase worthy $3800 from some in Canada on January 9th 2020, that was just before COVID-19 hit, then countries got locked down, I continued talking to this person because I needed the machine to be shipped in Uganda East Africa, he was positive positive until he started putting excuses to the shippers I referred to him. He went to demand more funds for storage which I sent him for two months about $450. This took too long for me to realize that I had to file for a refund or dispute the deal because I had much trust in him, I never thought that such behaviors can exist in a first world citizen of Canada. How can I be helped to recover my money? It seems it’s too late for both eBay and PayPal to help me out. I have his mobile, he doesn’t respond to messages and doesn’t pick my phone calls. That money is the only savior I have. Please community help me.

You might look into small claims court, but don't know how that would work being from different countries.
