Question

I sold a glass item that is shipping to this address. The buyer asked that it be wrapped very carefully because it is traveling a long distance. I asked whether it was going to another country, and the buyer confirmed that it is.

While researching the address, I found another post referencing this same location where two eBay sellers warned against shipping there. The item is not high value ($30), and the buyer has approximately 50 positive feedback ratings.

Iâ€™m looking for advice on how to proceed.

My selling ID has sold many, many things to buyers with delivery addresses in Delaware which are usually freight forwarding companies. I've sold to buyers with eBay-registration addresses in Ukraine, Japan, Italy, and Australia, who have delivery addresses in Delaware. And I have never, ever, not one single time had any negative consequence. One of those sales was a very small glass item which I protected by wrapping it with lots of bubble wrap; I would have done that if I were mailing it from my San Diego location to Los Angeles or San Francisco. There is one thing, however, that you may not know about sales like this one: even with a delivery address in Delaware, if your buyer's eBay-registered address is in a different country, eBay will retain an International Fee of 1.65% of the total amount paid by your buyer. That's in addition, of course, to the standard 13.6% Final Value Fee on (most) glass products.

The address is likely that of a freight forwarder. Freight forwarders are used by many legitimate buyers around the world, as well as a few scammers. Since sellers do not publicize an address when a transaction goes smoothly, only the scam transactions are publicized, leading to a skewed view of what is happening.
