I have just been contacted by the seller, and according to him, Ebay have jumped in and restricted my account. The seller has said that , he normally contacts buyers , but he was away on this occasion. I have waited before for other buyers to respond to a request for a combined invoice and Ebay have never jumped in before.
eBay "Jumped In" because in order to reduce unpaid items they have set seller accounts to automatically open and close unpaid purchases after four full days unless the seller either disables this automatic option or changes the time limit. Your seller either does not know that eBay did this or did not change the automatic payment period limit.
Since your account is only restricted when you have two unpaid item strikes in a 12 month period you can ask eBay to remove one strike as long as you have never asked for this before. Each strike lasts 12 full months before they drop off your account.

Sellers are not required to respond to requests for discounted combined shipping.
When a buyer places orders, they are required to pay for the items, even if the seller does not respond.
