2 separate accounts charged for purchases
I paid for 2 separate items from eBay I paid with PayPal received confirmation my yet my personal checking account was also charged for each item

If you paid with PayPal and your preferred funding source in PayPal is set up for your checking account, you are paying with your checking account. You aren't charged twice. You can log into your PayPal account and check your set up in your Wallet.
