15 year ebay seller. A package label (USPS) I made today being rejected when scanned at the PO.

Question

Made a label(USPS) for a package today through ebay. Took package to the Post Office and got an error when the clerk tried to scan. Error reads "This tracking number not valid for Prepaid Acceptance." Post Office clerk was not familiar with the error. Cancelled the label and made a second label and still got the same error message when PO clerk tried to scan. Can anyone help with this?
