I suppose there might be a situation in which eBay, Inc., would issue a Form 1099-NEC, but not for selling things.
eBay has to issue Form 1099-K (to the IRS) for 2025 to sellers who have earned at least $20,000 and had 200 transactions. If sellers live in states with lower dollar amount minimums, sometimes as low as $600, eBay will issue Form 1099-K to sellers who meet that lower minimum, and their state's income taxing authority. (And a copy to the IRS.)
eBay would issue a 1099-K if you meet both of the following conditions: At least 200 payments from buyers and a total value of at least $20,000. There are some States that require eBay to send the 1099-K at lesser amounts so this requirement may or may to apply to you.
