eBay is probably not treating you as if you live in California. Under eBay’s firearm-parts policy, permitted firearm parts must comply with California law regardless of where the buyer or seller is located.
So being a New Mexico resident and a U.S. citizen does not remove that restriction.
Barrels can be sold on eBay within certain limits, so the next thing to check is whether the specific 10/22 barrel you are trying to purchase meets eBay’s requirements, including barrel length and any other applicable restrictions.

If you believe that specific barrel complies with the policy but eBay still blocks the purchase, contact eBay and ask them to review the restriction on that item.
