when item didn’t arrive I contacted seller, Herman Stone and communicated with him through the order detail page. He never responded to my last two communications . I would appreciate your intervention.

You had thirty days from the last estimated delivery date shown in your Purchase History to file an "item not received" case with eBay.
Assuming that time has long passed, you may still have recourse through your payment method. PayPal and many credit cards offer up to six months protection from the date of purchase.
