locationId and business policy IDs required for publishing an offer?

I've found, and read in the documentation, that the:
merchantLocationKey and listingPolicies fulfillmentPolicyId, paymentPolicyId, returnPolicyId are required in an eBay offer before publishing.
However, I created an account on HeroStuff and was able to list an item on my eBay account through there. I then tried to pull my locations to see what they were using with https://developer.ebay.com/api-docs/sell/inventory/resources/location/methods/getInventoryLocations
and I found an empty array. This implies that I have no merchantLocationKey associated with my account, but HeroStuff was able to publish my offer anyway.
So, my question mainly relates to the location, but also the business policy Ids - are they really required? Is there a way around defining them for the user?

merchantLocationKey and Business policies are required before creating a live item using the Sell Inventory API. You can review the all required fields for publishing an offer here: https://developer.ebay.com/api-docs/sell/static/inventory/publishing-offers.html
