Insufficient permissions for business policies

I am trying to get business policies
When exchanging the refresh token for an access token i am passing the scopes, using this endpoint

scopes = ['https://api.ebay.com/oauth/api_scope']

endpoint = 'https://api.ebay.com/sell/account/v1/fulfillment_policy?marketplace_id=EBAY_AU'

Output:
'Access denied', 'longMessage': 'Insufficient permissions to fulfill the request.'}]}

If I'm not mistaken the api_scope should grant access to all scopes?
